Temporary Barging Points

The West Island Line is an underground railway. Its construction involves a lot of excavation works which will generate a large quantity of excavated materials. To minimise the impact on traffic and the environment, as well as nuisance to the surrounding district, two temporary barging points have been established, one at the Western District Public Cargo Working Area (PCWA) and the other at the ex-abattoir & ex-incinerator site. Most of the excavated materials from the construction of Sai Ying Pun to Kennedy Town Tunnel will be transported from the Kennedy Praya shaft, through the fully enclosed conveyor belt, to the barging point at PCWA and shipped off-site. It is expected that approximately 550,000 m3 of excavated materials generated from the West Island Line project will be processed at this barging point.

The Corporation will closely monitor the operation of the barging facility and the environmental conditions as agreed with the Environmental Protection Department.


Mitigation Measures at the Temporary Barging Points


  • Trucks with mechanical covers will be used for transportation of spoil.

  • Workers spray water onto the truck on the ramp

  • Enclosed tipping halls with built-in water spraying system are employed to reduce dust dispersion.

  • Trucks will be cleaned at the wheel-washing facilities before leaving the site to avoid polluting nearby roads.

  • Waste water treatment plants to recycle the water used at the facility.

  • Enclosed stockpile area (at PCWA) to prevent dust dispersion

Condition Survey

Before the commencement of major construction works, a condition survey will be carried out to inspect the existing condition of buildings along the alignment of the WIL.

MTR Corporation has appointed a survey consultant to carry out the condition survey, which comprises a visual inspection of the general exterior and common area of the buildings, and of the interiors of individual flats (upon owners' consent). The condition of the buildings will be recorded by photographs and plans.

Installation of Monitoring Markers

To continually monitor the impact of the construction works to ensure the structural stability of the surrounding buildings, we need to install monitoring equipment at the buildings surrounding the construction areas (upon owners' consent). Regular visits will be required for taking the readings of the monitoring equipments. These monitoring records will be submitted to the Buildings Department on a regular basis.

On completion of construction works, all monitoring instrument will be removed and the area reinstated.
